The general rule

Roof-mounted solar panels on most houses fall under permitted development, meaning full planning permission is not usually required, provided they meet conditions — for example not protruding significantly beyond the roof plane.

The exceptions

  • Listed buildings — listed building consent is normally required.
  • Conservation areas and World Heritage Sites — restrictions often apply, particularly on roof slopes facing a highway.
  • Flats and leasehold properties — you may need freeholder or management company permission.
  • Ground-mounted arrays — different rules and size limits apply.

What about Scotland and Wales?

Rules differ slightly between England, Scotland, Wales and Northern Ireland. If you are in a sensitive area, check with your local planning authority before committing.

Let your installer advise

A good installer will flag planning considerations at survey stage. If you live somewhere like Bath, York or Oxford, choose one experienced with conservation-area work.
